Every year hundreds of meritorious postgraduate students from USA, England, Australia, Canada take various fully funded students from Asia, 70-80% of which are Indo-Pakistani. This does not mean that our students are far behind India-Pakistan. The main problem is that our meritorious students do not know much about these scholarships or there is no one to give them good guidelines.
